Bachelor degree in Engineering (preferred) or other appropriate qualification from reputable institutions
Exposure to Leading Cost Estimating activities
10+ years estimating experience of which 4 years should be as a Lead on offshore Oil and Gas projects. Prefer experience on FPSO, LNG Plants
Estimating experience for all project phases pre-FEED/ FEED / Detailed Engineering / Fabrication to Installation / Pre-Commissioning / Commissioning and Start-up
Prefer Experience on major offshore developments in excess of US$1 billion
Proven leadership and mentoring skills with fluent English both spoken and written
Position Responsibilities
Lead the team, plan, co-ordinate and administer Estimating functions.
Organize, develop and implement estimating standards, procedures and methods to compile consistent and comprehensive estimates and proposals
Lead strategic and/or complex major Lump Sum or Target EPC oil and gas project estimates and be responsible for reviewing all estimates
Understand project and contract requirements to ensure the estimate is in accordance with the contracting strategy. Develop the estimate plan accordingly
Oversee that estimates are broken down into a suitable Project Cost Structure or Work Breakdown Structure (WBS) to support Project Reporting
Review appropriate sections of proposal to ensure alignment between the estimate and the proposal. Controlling distribution of Estimate Documents
Lead and perform change order estimates
Assist project controls in transforming the estimates to a project controls tools after contract award
Communicate the Basis of Estimate to the PMT
Obtain and distribute to Cost Estimators the information required to develop estimates
Coordinate with other Project team members like Engineering, Procurement, Construction, and Contractors to define and obtain information needed for the preparation of estimates
